Reducing immigration backlogs to support the expansion of Canadian enterprises

The Minister stated that as part of this strategy, Immigration, Refugees and Citizenship Canada (IRCC) would have hired up to 1,250 more personnel by the end of the autumn to boost processing capacity and clear backlogs as we take steps to strengthen our system's sustainability over the long term.

We have been able to cut wait times and restore pre-pandemic service standards for new clients in key areas, such as the six-month service standard for the Express Entry permanent residence pathway, the 12-month service standard for family reunification through spousal sponsorship, and permanent resident cards, thanks to these new hires and assistance provided by the $85 million from the Economic and Fiscal Update 2021.

With candidates from all around the world showing an unprecedented level of interest in Canada, IRCC is raising the bar for immigration processing. By welcoming more than 405,000 new permanent residents to Canada in 2021, we broke all previous records. Our goal for 2022 is to welcome 431,000 permanent residents, and we are well on our way to reaching it. From January 1 to July 31, there were about 275,000 admissions, which is a quantity we reached more quickly than in any prior year.

There were 199,000 work visas available to foreign nationals in 2021 from the IRCC. From January 1 through July 31, we issued more than 349,000 new work permits this year, compared to roughly 112,000 in 2021. These include more than 220,000 open work permits, which entitle their holders to employment practically anywhere in Canada. Because of these work permits, up to 1,700 new people can come to Canada each day to work and contribute to the expansion of our economy.

A popular choice for overseas students in Canada. Nearly 560,000 study permit applications were approved by the IRCC in 2021, breaking our previous record from 2019 by 31%. With almost 360,000 study permits granted between January 1 and July 31, 2022, IRCC is already exceeding that figure, as opposed to roughly 306,000 finalized during the same time period in 2021.

Processing delays and increased wait times have been caused by reacting to humanitarian situations and modernizing outdated equipment to meet demand. Our primary goal is to eliminate the backlogs of applications that have been in our inventories for longer than is permitted by our service standards. About 54% of the applications in our inventories were regarded as backlogged at the end of July. Even after taking into account anticipated delays in complicated circumstances, we hope to process 80% of all new applications within these criteria.
