Trudeau reveals the aims of Canada's new immigration system.

Sean Fraser and the IRCC will be governed by the mandate letter's priorities.

Justin Trudeau, Canada's prime minister, has now disclosed the new mandate letters he has sent to his cabinet.

In Canada, the Prime Minister distributes mandate letters stating the priorities that the federal government expects its ministers to achieve throughout their tenure in office.

The priorities are then pursued by each minister and his or her department.

Canada's immigration system is guided by the mandate letter, which is the most essential policy document. Canada's new Immigration Minister, Sean Fraser, and the Immigration, Refugees and Citizens' Authority of Canada (IRCC) are responsible for implementing Trudeau's policies.


Given that the federal government is in charge of the country's immigration system, this will have an impact not just on federal but also on provincial policies.

 A quick rundown of Canada's new immigration priorities

 Priorities revealed in the latest immigration mandate letter include:

• Application processing: Trudeau urges Fraser to "reduce application processing timelines, including resolving COVID-19-related delays."

• Create more permanent residence pathways for international students and temporary foreign workers through Express Entry.

• Family reunification: Introduce electronic family reunification applications and develop a programme to offer temporary residence to spouses and children living abroad while their permanent residence applications are processed.

• Establish a new Municipal Nominee Program (MNP): The MNP's goal is to encourage a more equitable allocation of immigration across Canada. It had been planned as a priority following the 2019 election, but because to the epidemic, it has been postponed. Fraser will also make sure that immigration benefits small and medium-sized communities.

• Elimination of Canadian Citizenship Application Fees: This was Trudeau's post-election priority in 2019, but was delayed by the pandemic.

• Create a Trusted Employer system: Fraser has been requested to collaborate with the Employment Minister to create a Trusted Employer system for Canadian businesses that hire temporary foreign workers. In addition, he is being requested to strengthen the Temporary Foreign Worker Program's (TFWP) Global Talent Stream by streamlining work visa renewals, maintaining the two-week processing norm, and establishing an employer hotline.

• Undocumented workers: Build on existing pilot initiatives to figure out how to get undocumented employees' status in Canada regularized.

• Francophone immigration: Continue to collaborate with Quebec to assist immigrants' French language skills and to promote the national Francophone immigration plan.

• Afghan refugees: Meet Canada's 40,000-refugee resettlement objective.

 Since 2015, liberals have expanded immigration.

In September, Trudeau's Liberal Party was re-elected for a third consecutive term. They have adopted an aggressively greater immigration strategy since taking power in 2015. This has necessitated an increase in immigration from around 300,000 per year to the present goal of over 400,000 per year.

Trudeau introduced his new cabinet in October after their victory. Fraser is a Nova Scotian lawyer who was first elected to Parliament in 2015. He takes over as Immigration Minister from Marco Mendicino, who is now the Minister of Public Safety. 

According to an October 2021 meeting between IRCC and organizations representing lawyers and immigration consultants in Canada, the Department currently has three short-term priorities: reaching the goal of 401,000 newcomers by 2021; reunite families and take Afghan refugees to a safe place in Canada.

With the release of a new mandate letter, we may anticipate IRCC to broaden the scope of its priorities in the coming months.
