Express Entry 2018 Report and 2019 Canada PR Chances

This year for Express Entry was good and next year could be even more exceptional.

Express Entry manages the pool of candidates for Canada’s three Federal High Skilled Immigration programs issued a record 89,800 invitations to apply for Canadian Permanent Residence in 2018.

The previous record of 86,023 Invitations to Apply (ITA) was set in 2017 and the invitations for 2018 year have surpassed the 2017 invitations.

The new multi-year immigration levels plans for Canada has set the admission target for three economic programs under Express Entry System- the Federal Skilled Worker Program, the Federal Skilled Trade Program and The Canadian Experience Class is set to increase in 2019 by 6,500 and in 2020 will rise by another 4,400.

The year 2019: Bigger draws or more draws in a frequent manner?

If Immigration, Refugees and Citizenship Canada (IRCC) are to issue more ITAs in 2019 than it did in 2018, there are high chances that draw sizes will expand or IRCC will have to hold more draws frequently than the current interval between draws which is typically every two weeks.

Over the past 12 months, IRCC draw sizes increased from 2,750 ITAs at the start of the year and then increased by increments of 250 or 500 ITAs every two to three months and reached to a peak size of 3,900 ITAs. The 3900 ITAs number remained largely stable between September 5 and the last draw of 2018 on December 19.

The December 19 draw took place only one week after the previous Express Entry draw on December 12 with lowest Comprehensive Ranking System (CRS) Score of 2018-CRS 439. The range of CRS for the year 2018 was between CRS 445 to 439.

What is with PNP Growth in 2018 and for 2019?

The year 2018 also saw the rising number of applicants applying for Provincial Nomination.

Canada offers provincial nomination programs for its Nine Canadian Provinces and two territories to nominate a set number of economic immigrants for Canadian Permanent Residence each year. Some of PNPs are also processed through Express Entry System. 


The provincial nomination entitles applicants to receive additional 600 point towards their overall Express Entry Ranking score- effectively guaranteeing an invitation to apply for Canadian Permanent Residence.

As per IRCC, 12 percent of the 62,500 Express Entry ITAs issued during the first eight months of 2018 were given to the candidates with a provincial nomination. Though, with same period in 2017 just over nine percent of all ITAs issued went to provincial nominees and at the end-of-year was 10 percent.

Just like Express Entry, Canada’s PNP also saw an increase in its admissions target in 2017 and 2018 and a further increase of 6,000 admissions speculated for the year 2019.

The PNP target is also set to ride in 2020 and 2021 with the number of invitations 71,300- and increase of nearly 30 percent over 2018s target of 55,000.

492 Skilled Workers Invited Under Latest Manitoba Expression of Interest Draw

The province of Manitoba conducted 55th expression of interest draw on December 20, 2018 issuing 492 new letters of advice to Skilled Workers in Manitoba, Skilled Workers Overseas and International Education streams to apply for provincial nomination program.

The latest Expression of Interest Draw, 106 letters of Advice were issued to skilled workers in Manitoba having the lowest-ranked candidate score of 502.

The other 44 applicants who got letters of advice to apply were overseas skilled workers under a Strategic Recruitment Initiative. The candidates with the lowest ranking score of 718 were invited under Manitoba Nominee Program (MPNP).

The Strategic Recruitment Initiative consists of recruitment missions where provincial representatives hold interviews with skilled workers outside the country and the selected skilled workers who meet the eligibility requirements are issued letters of advice to apply.



Additionally, 307 letters of advice to apply are issued to the candidates having:
  • A close relative residing in Manitoba or have a past education or work experience in Manitoba;
  • At least 6 months of work experience in an occupation on Manitoba’s In-demand Occupation List
  • A minimum language proficiency of CLB/NCLC 5 unless work experience is primarily in a regulated occupation (minimum CLB/NCLC 7) or compulsory trade (CLB/NCLC 6)
  • The candidates with lowest ranked score of 576 were invited in this latest draw
  • The applicants who got LAA have 60 days to submit a complete application for a provincial nomination to the MPNP.

Latest PEI PNP Draw Issued 74 Expression of Interest

This is to inform that the Province of Prince Edward Island conducted the latest Expression of Interest draw on December 20, 2018. The new Expression of Interest draw was conducted for Business and Labour and Express Entry program. 


The current Expression of Interest draw for Business Category invited 9 applicants with minimum point threshold 130. Additionally, the province of Prince Edward Island also gave 65 invitations through labour and Express Entry programs. Thus, the total number of invitations reached 74 for the month of December 2018.

Latest Express Entry Draw Dropped Down to Lowest CRS 439!

The Canadian government on 19th December, 2018 released latest CIC draw with the year’s lowest CRS score 439 to 3,900 applicants for Express Entry Program. 

The current draw issued 3,900 invitations to apply for Canadian Permanent residence to Express Entry candidates with lowest score so far that is CRS 439. With a minimum CRS score cutoff of 439 points, the last draw of 2018 has given smile to many applicants waiting for the direct invitation with lowest CRS score. 

However, the invitation numbers of 3900 remains constant for past so many months now, if this trend continues, it is anticipated that the Canadian Immigration department may further low the CRS cutoff marks if the CIC draw is conducted after every one week as opposed to two weeks. 

 
This draw has also exceeded the number of ITAs officially issued in 2017. This year, a total of 89,800 ITAs have been issued as compared to 86,043 ITAs issued in 2017. With coming up of winter holidays, this draw is most likely to be the last CIC draw for the year 2018. 

A tie-break rule was applied in the December 19 draw to invite applicants under Express Entry program. The tie break date was February 6, 2018 and time was 19:31:37 UTC. This means that all the candidates who have profiles submitted in the Express Entry pool before the mentioned date and time with CRS 439 and above were invited in this current draw.

Ontario Immigrant Nominee Program 2019 Latest Updates

The province of Ontario updated its latest immigration rules and policies for the migrants willing to come and settle on permanent basis.

This is to inform that on December 10, 2018, the Test de connaissance du francais pour le Canada (TCF Canada), and administered by the Centre International d’etudes pedagogiques (CIEP) available in French is now accepted by the Ontario Immigrant Nominee Program.

The French language test equivalencies between Niveax de competence linguistique Canadians (For French language testing) and TCF Canada are now included in the language test equivalency charts on IRCC’s website.

Also, the Employer Form has also been updated with additional instructions and helpful hints on how to complete the form. Additionally, employers can appoint an authorized representative to conduct business on their behalf with the OINP in Section A of the Employer Form.

The employer no longer needs to complete a separate Appointing or Cancelling a Representative form. 


Changes made to the Employer Job Offer: In-demand Skills Stream

The employers are no longer required to provide additional supporting documents at the time of application to demonstrate that they meet program criteria for the in-demand skills stream.

All Employers Job Offer Streams (Foreign worker, International Student, and In-demand skills) will be required to submit following documents at the time of application:
  • Employer Form
  • Original Signed and dated job offer
  • Collective Agreement
  • Labour Market Impact Assessment (LMIA)

Australia Skill Invitation Round Results released for 11th October 2018

After so many months, the Australian Immigration Department has finally released its official invitation round results for the month of October, 2018. The DIBP has invited up till highest 4350 invitations. This is the highest number of ITAs given by the Australian Immigration Department so far. The selected applicants are invited to apply through Australia Skilled Independent Visa Subclass 189, and Australia Skilled Regional Provisional Subclass 489.
The October Invitation round results invited 4340 applicants under Australia Skilled Independent Visa Subclass with 70 points and 10 invitations were given under Australia Skilled Regional Provisional Subclass 489 with 80 points.

Break-Even date and time was applied in October invitation round where the subclass 189 invitations were given on 70 points to the applicants who have applied before 2/09/2018, 05:56 PM
On the other hand subclass 489 gave 10 invitations to the applicants with 80 points who have their EOIs submitted before 20/06/2018, 07:47 PM.
The total invitations since July, 2018 are 10,320 for Australia Skilled Independent Visa Subclass 189 and 40 invitations for Australia Skilled Regional Provisional Subclass 489.
The applicants with the highest ranking score were invited in this invitation round to apply for Australian Permanent Residence.

Accountants (2211) and Auditors, Company Secretaries and Corporate Treasures (2212) got ITA at 80 points each. Whereas Electronic Engineer and Industrial, Mechanical and Production engineers and other professional engineers are invited with 70 points each.

Canada’s Parent and Grandparent Sponsorship Program reopen in January 2019

The Canadian Government has announced that the popular Parent and Grandparent Sponsorship Program (PGP) will reopen during the month of January. The program allows Canadians to sponsor their parents and grandparents to become permanent residents. It is expected that government will invite 20,500 new applicants through a first-come, first-served application process in 2019.

In 2018, the application forms cycle went live on January 2, 2018 and was available until February 1, 2018. Canadian Citizens and permanent residents who want to apply as sponsors through this program are required to first complete an online form on the Immigration, Refugees and Citizenship Canada (IRCC) website to indicate their interest in applying to sponsor their parent(s) or grandparent(s).

However, the application process for PGP has not been released but one thing is clear that Canada has shifted from randomized lottery system for the selection of applicants for the PGP. In the last two years, the applications under this stream were selected through lottery system after applicant’s submission of their Expression of Interest.  In 2019, the government has decided to move to ‘first-come, first-serve method’ from lottery system.

The PGP program will reopen in January 2019 and the details of the 2019 intake system will be released in coming few weeks. 

Who can apply for Parent and Grandparent Sponsorship Program (PGP)?

To apply for Parent and Grandparent Sponsorship Program the sponsor and the person being sponsored must meet certain requirements to become eligible for this program.

The sponsors must be Canadian Citizens or Permanent Resident Holders who are living in Canada at the time of filing visa application. Also, the sponsors must also be able to meet the minimum necessary income requirement to prove they have sufficient funds to meet their family member’s expenses when they arrive in Canada. 


The applicants being sponsored through this program must be either the parents or the Grandparents of the person sponsoring them. The applicants applying for PNP must meet the requirements as determined by the government. Any person applying has medical or criminal problems will be considered eligible.

The other eligibility requirements are:

The sponsor must be above 18 years of age
The sponsor must exceed the minimum necessary income level for three consecutive years (if married or in common law relationship, the income of both partners can be included)
The Sponsor must sign an undertaking to repay any provincial social assistance benefits

Latest Express Entry Cut-Off CRS 445, Only 124 ITAs Away to Break New Express Entry Record

The recent Express Entry invitation round was conducted on December 12, 2018 that invited 3,900 applications with Comprehensive Ranking System (CRS) Score 445 totaling invitations issued in a single year 2018 at 85,900-only 123 invitations are left to reach ITA total of 86,023 previous year. At this same time in 2017, IRCC had issued 83,273 ITAs and finished the year with a draw on December 20.

The CIC CRS draw typically holds invitation round result every two weeks. 

The current draw saw IRCC using tie-break rule to invite skilled migrants through Express Entry. The tie-break was November 28, 2018 at 09:51:43 UTC. This means that applicants with a CRS score above 445 who have submitted their profile in the express entry pool within the said date and time were invited in this current invitation round. 


The eligible applicants are ranked according to the factors such as age, education, work experience, language ability and adaptability factors. 

The Express Entry manages applicants in three streams namely The Federal Skilled Worker Program, The Federal Skilled Trade Program and The Canadian Experience Class.
