Tech Talent Pathway | Your New Ticket To Saskatchewan PNP

For tech employees in 11 occupations who want to relocate to Saskatchewan, the Tech Talent Pathway will provide a new Canada immigration option.

In an effort to recruit tech workers to the province, Saskatchewan created its new Tech Talent Pathway on March 7.

The Tech Talent Pathway aims to address Saskatchewan's acute labour shortages in the tech sector. Employers in Saskatchewan's technology and innovation sectors will be able to attract more talent to promote growth and boost Saskatchewan's global competitiveness thanks to this new road to Canada's permanent residence for tech professionals.

The new Tech Talent Pathway furnishes the Saskatchewan employers with a devoted stream for the fascination of exceptionally talented into our flourishing technology field. 

By creating this new stream of immigration, IT workers already working in Saskatchewan as well as those recruited from outside the province will be able to receive their green cards more quickly.

The following criteria must be met by applicants to be considered for the Tech Talent Pathway:

  • a minimum official language level of CLB level 5 if the applicant is not working in Saskatchewan at the time of application, or CLB level 7 if applying for Express Entry; 
  • A SINP Job Approval Letter for an approved technology sector occupation from an employer;
  • In the last five years, you've worked in that occupation or have worked in Saskatchewan for six months;
  • Education beyond high school (post-secondary education)
  • To be qualified for professional licensure in Saskatchewan (applicable to eligible computer, software, electrical, and electronics engineers)

Under the SINP, program requirements are subject to change at any time; however, decision-makers are relying on the information on the government website when they receive applications.

The SINP is limited in the number of nominations it can make each year by the federal government's Immigration, Refugees and Citizenship Canada (IRCC).  As per SINP, there is no guarantee of an applicant getting nominated.

Occupations that qualify

Candidates who have a job offer in one of the following occupations, listed below by their National Occupation Classification (NOC) code, may be eligible to apply to the Saskatchewan Tech Talent Pathway.

There are other eligibility requirements.

If you live outside of Canada or have legal status in Canada and are not a refugee claimant, you may be eligible for the program.

Regardless of whether you apply through Express Entry or not, you must have an offer for a qualifying permanent, full-time job in the technology or innovation industry in Saskatchewan. To show proof and attest to your intent to work and reside in Saskatchewan, you'll need a valid SINP Job Approval Letter.

If you are applying from Saskatchewan, you must be currently employed in the province and have worked full-time for the business offering you suitable employment for at least six months. According to the government, full time means working at least 30 hours a week.

You must have at least one year of work experience in your occupation within the last five years if you have not been working for your supporting employer full-time for at least six months.

You must have one year of related work experience in your planned occupation within the last five years if you are applying from other provinces in Canada or from outside Canada.

Those who are currently employed will be required to meet their employer's language requirements for the language requirement. If you are not currently employed by the company offering the job, you must have CLB 5 or higher in English or French.

If your occupation demands it, you must be eligible for a Saskatchewan licence. Electrical and electronics engineers, as well as computer and software engineers (although not designers), will be required to:

  • Send a letter confirming that an application to register as an Engineer-in-Training has been approved by the Association of Professional Engineers and Geoscientists of Saskatchewan (APEGS); or
  • Provide a letter from APEGS stating that Confirmatory Exams have been assigned.

The postsecondary education you need for the position you've been offered includes a Master's or Bachelor's degree, a three-year degree from an accredited university, college, or trade or technical school, or a two-year diploma from a university, college, or trade or technical school.

Candidate Eligibility for Express Entry

This stream may be open to those who have been accepted into the IRCC's Express Entry pool. Different requirements apply to those who choose to apply to this stream as IRCC Express Entry candidates. IRCC prioritized Express Entry applications for Canada permanent residency, with projected permanent residency application processing timelines. Despite the fact that the processing norm is six months or fewer, IRCC is now grappling with an immigration backlog that is significantly lengthening processing timelines. 

You are eligible to apply for the said category as an Express Entry candidate in cases you reside outside of Canada or have legal status proof in Canada and are not a refugee. 

  • Have an Express Entry Profile Number and Job Seeker Code that are both valid.
  • Have a language test result that passes the Express Entry language requirements set forth by the federal government.

You must be eligible for one of the Express Entry-managed programs in order to create an Express Entry profile. The Federal Skilled Worker Program or the Canadian Experience Class is normally available to tech workers. The Federal Skilled Trades Program, managed by Express Entry, is primarily for IT employees who are ineligible for the other two programs.
